docs: update: improve the Fedoa CUDA guide (#12536)

* docs: update fedora-cuda guide

- Rename and place into Backend Folder.
- Update Host-Supplied Packages.
- Expand Recommended Users Section.

* docs: improve the flow of CUDA-FEDORA.md
