[NFC] [C++20] [Modules] Refactor ReducedBMIGenerator

Changes:
- Don't lookup the emitting module from HeaderSearch. We will use the
  module from the ASTContext directly.
- Remove some useless arguments. Let's addback in the future if
  required.
