8c09352385 [libclang] Fix conversion from StringRef to CXString
`CXString createRef(StringRef String)` used to return an invalid string when invoked with some empty strings:

If a `StringRef` holds a non-nullptr pointer, for instance, pointing into contents of a larger string, and has a zero length, `createRef` previously returned the entire larger string, ignoring the fact that the actual string passed to it as a param is empty.

This was discovered when invoking `c-index-test` to dump the contents of documentation comments, in case the comment contains an empty HTML attribute, such as `src=""`.

196554d42d Comment parsing: Complete list of Doxygen commands
These should be all the commands from [1] except those that are marked
obsolete, and "link" / "endlink", as that conflicts with the existing
HeaderDoc pair "link / "/link". For some commands we don't have the
ideal category, but it should work good enough for most cases.

There seems to be no existing test for most commands (except the ones
interpreted by -Wdocumentation), and to some extent such a test wouldn't
look very interesting. But I added a test for the correct parsing of
formulas, as they're a bit special. And I had to adapt
comment-lots-of-unknown-commands.c because typo correction was kicking
in and recognizing some of the commands.

This should fix a couple of reported bugs: PR17437, PR19581, PR24062
(partially, no diagnostic for matching cond/endcond), PR32909, PR37813,
PR44243 (partially, email@domain.com must be addressed separately).

a60f532a91 Fix for PR21254 - Assertion in comment parser
The size of the ID field in CommandInfo was narrow, leading to potential 
wrap-around of command IDs, causing misinterpretation later on.
The patch does the following:
- It extends the ID bitfield from 8 to 20 bits.
- It provides a DRY definition of the number of bits for the field to 
  avoid using literal numbers in different files.
- It introduces a new assertion that checks for the wrap-around.
- It adds the testcase from PR21254.
