This implements layout_stride for C++23 and with that completes the
implementation of the C++23 mdspan header. The feature test macro is
added, and the status pages updated.

Drive-by fix to make sure the __retarget_buffer works correctly whan

According to the words in P2494R2, I haven't add new test for `drop_while_view`, `take_while_view` and `filter_view`, because these views has the requirement that the predicate is an `indirect_unary_predicate`, which requires that the predicate is `copy_constructible`, so they still can't accept move only types as predicate.

This paper does not perform this relaxation, as the copy constructibility requirement is enshrined in the indirect callable concepts ([indirectcallable.indirectinvocable]). Thus, while this paper modifies the views that currently use copyable-box for user provided predicates, it only does so to apply the rename of the exposition-only type to movable-box; it does not change any of the constraints on those views. It does, however, relax the requirements on invocables accepted by the transform family of views, because those are not constrained using the indirect callable concepts.

Clang has been updated to support C++26, this adds the same support for
libc++. At the moment C++23 and C++26 are identical. During the next
plenary in June the first C++26 papers will be voted on.
Note like Clang this patch uses C++26 is the internal part and C++2c in
the user visible part.

During the ISO C++ Committee meeting plenary session the C++23 Standard
has been voted as technical complete.
This updates the reference to c++2b to c++23 and updates the __cplusplus
macro.
Note since we use clang-tidy 16 a small work-around is needed. Clang
knows -std=c++23 but clang-tidy not so for now force the lit compiler
flag to use -std=c++2b instead of -std=c++23.

This patch adds std::extents. extents is one of the core classes used by std::mdspan. It describes a multi-dimensional index space with a mix of compile time and runtime sizes. Furthermore, it is templated on the index type used to describe the multi-dimensional index space.
The class is designed to be highly optimizable in performance critical code sections, and is fully useable in constant expressions contexts.
Testing of this class tends to be somewhat combinatorical, due to the large number of possible corner cases involved in situations where we have both runtime and compile time extents. To add to this, the class is designed to be interoperable (in particular constructible) from arguments which only need to be convertible to the index_type, but are otherwise arbitrary user types. The __cpp_lib_format_ranges feature-test macro only depends on P2286R8
and P2585R0. Note since LWG3750 only affects these two C++23 papers
there is nothing to do for older language versions.
(The __cpp_lib_format feature-test macro depends on the incomplete
formatting for chrono. So this part can't be marked as complete yet.)

Since stacktrace header is WIP and it's not sure that will be done
before LLVM17 update the documentation. When the header is implemented
implementing the formatter is trivial, so that can be done quickly
afterwards.

All C++20 Ranges papers and LWG issues are done, with the exception of
https://wg21.link/P2210R2 ("Superior String Splitting"), and marked as
such.
All of these were already implemented prior to this patch except bumping
the feature test macro `__cpp_lib_ranges` as required by
https://wg21.link/P2325R3 ("Views should not be required to be default
constructible"). Note that, even though P2325R3 was voted into C++23, it
was voted with a recommendation for vendors to retroactively apply the
change to C++20 (see https://github.com/cplusplus/papers/issues/1007).

This patch is the rebase and squash of three earlier patches.
It supersedes all three of them.
- D47111: experimental monotonic_buffer_resource.
- D47358: experimental pool resources.
- D47360: Copy std::experimental::pmr to std::pmr.
The significant difference between this patch and the-sum-of-those-three
is that this patch does not add `std::experimental::pmr::monotonic_buffer_resource`
and so on. This patch simply adds the C++17 standard facilities, and
leaves the `std::experimental` namespace entirely alone.

feature-test macros voted in during the last plenary it turns out libc++
can't mark the format feature-test macro as implemented.

P0798R8 "Monadic operations for std::optional" has been implemented, so
this LWG issue can be adopted.
During review it was discovered another paper bumped the macro. The
part affecting optional of this paper is done, the variant isn't. The
status page is updated to reflect the current state.
