The OSS fuzz build has been broken for a while because of changes
to the cmake configuration. This patch fixes the issues by defaulting to
libunwind as the default runtime
This commit reverts the following commits:

These commits caused CI instability and need to be reverted in order

This has been officially deprecated since D112724, meaning the
deprecation warning is present in released 14 and 15.
This makes me think that now, shortly after the 15 release is branched,
is a good time to pull the trigger.

Define all the fuzzing tests in libcxx/test/libcxx/fuzzing, and get
rid of the ad-hoc libcxx/fuzzing directory, which wasn't properly
integrated with the build system or test suite.
As a fly-by change, this also reduces the dependencies of fuzzing tests
on large library components like <iostream>, to make them work on more
platforms.
