[clang] Use *Set::insert_range (NFC) (#133357)
We can use *Set::insert_range to collapse:

  for (auto Elem : Range)
    Set.insert(E);

down to:

  Set.insert_range(Range);

In some cases, we can further fold that into the set declaration.

e52a8b89ad [NFC][clang] Fix static analyzer concerns about AUTO_CAUSES_COPY
Reported by Coverity:

AUTO_CAUSES_COPY
Unnecessary object copies can affect performance

1. Inside "ODRHash.cpp" file, in clang::ODRHash::AddCXXRecordDecl(clang::CXXRecordDecl const *): Using the auto keyword without an & causes the copy of an object of type CXXBaseSpecifier.

2. Inside "Tokens.cpp" file, in clang::syntax::TokenBuffer::dumpForTests[abi:cxx11](): Using the auto keyword without an & causes the copy of an object of type DenseMapPair.

3. Inside "TargetID.cpp" file, in clang::getCanonicalTargetID[abi:cxx11](llvm::StringRef, llvm::StringMap<bool, llvm::MallocAllocator> const &): Using the auto keyword without an & causes the copy of an object of type pair.

eeee3fee37 [Basic] Use std::nullopt instead of None (NFC)
This patch mechanically replaces None with std::nullopt where the
compiler would warn if None were deprecated.  The intent is to reduce
the amount of manual work required in migrating from Optional to
std::optional.

This is part of an effort to migrate from llvm::Optional to

844b84af20 [clang-offload-bundler] extracting compatible bundle entry
In HIP a library is usually compiled with default target ID e.g. gfx906 so that
it can be used in all GPU configurations. The bitcode is saved in bundled
bitcode with gfx906 in entry ID.

In runtime compilation, a HIP program is compiled with a target ID matching
the GPU configuration, e.g. gfx906:xnack-. This program needs to link with
a library bundled bitcode with target ID gfx906.

For example:

  clang --offload-arch=gfx906 -o lib.o lib.hip
  clang --offload-arch=gfx906:xnack- program.hip lib.o

This common use case requires that clang-offlod-bundler to be able to extract
entry with compatible target ID, e.g. extracting an gfx906 entry when requesting
gfx906:xnack-.

Currently clang-offload-bundler only allow extracting entry with exact match
of target ID. This patch relaxes that so that it can extract entries with compatible
target ID.
