raw_string_ostream::flush() is essentially a no-op (also specified in docs).
Don't call it in tests that aren't meant to test 'raw_string_ostream' itself.

[ctx_prof] Add Inlining support (#106154)
Add an overload of `InlineFunction` that updates the contextual profile. If there is no contextual profile, this overload is equivalent to the non-contextual profile variant.

Post-inlining, the update mainly consists of:
- making the PGO instrumentation of the callee "the caller's": the owner function (the "name" parameter of the instrumentation instructions) becomes the caller, and new index values are allocated for each of the callee's indices (this happens for both increment and callsite instrumentation instructions)
- in the contextual profile:
   - each context corresponding to the caller has its counters updated to incorporate the counters inherited from the callee at the inlined callsite. Counter values are copied as-is because no scaling is required since the profile is contextual.
   - the contexts of the callee (at the inlined callsite) are moved to the caller.
   - the callee context at the inlined callsite is deleted.

[LTO] Introduce a new class ImportIDTable (#106503)
The new class implements a deduplication table to convert import list
elements:

  {SourceModule, GUID, Definition/Declaration}

into 32-bit integers, and vice versa.  This patch adds a unit test but
does not add a use yet.

To be precise, the deduplication table holds {SourceModule, GUID}
pairs.  We use the bottom one bit of the 32-bit integers to indicate
whether we have a definition or declaration.

A subsequent patch will collapse the import list hierarchy --
FunctionsToImportTy holding many instances of FunctionsToImportTy --
down to DenseSet<uint32_t> with each element indexing into the
deduplication table above.  This will address multiple sources of
space inefficiency.

[ctx_prof] Add support for ICP (#105469)
An overload of `llvm::promoteCallWithIfThenElse` that updates the contextual profile.

High-level, this is very simple: after creating the `if... then (direct call) else (indirect call)` structure, we instrument the new callsites and BBs (the instrumentation will help with tracking for other IPO transformations, and, ultimately, to match counter values before flattening to `MD_prof`).

In more detail:

- move the callsite instrumentation of the indirect call to the `else` BB, before the indirect call
- create a new callsite instrumentation for the direct call
- create instrumentation for both the `then` and `else` BBs - we could instrument just one (MST-style) but we're not running the binary with this instrumentation, and at most this would save some space (less counters tracked). For simplicity instrumenting both at this point
- update each context belonging to the caller by updating the counters, and moving the indirect callee to the new, direct callsite ID

We use a unit test to verify correctness since:
a) we don't have a text format profile
b) size returning new isn't supported natively
c) a raw profile will need to be manipulated artificially

[DebugInfo][RemoveDIs] Use iterator-insertion in unittests and fuzzer (#102015)
These are the final few places in LLVM that use instruction pointers to
insert instructions -- use iterators instead, which is needed for
debug-info correctness in the future. Most of this is a gentle
scattering of getIterator calls or not deref-then-addrofing iterators.
libfuzzer does require a storage change to keep built instruction
positions in a container though. The unit-test changes are very
straightforwards.

This leaves us in a position where libfuzzer can't fuzz on either of
debug-info records, however I don't believe that fuzzing of debug-info
is in scope for the library.

[Transforms][DXIL] Tool to generate resource metadata and annotations (#98939)
This introduces dxil::ResourceInfo, which can generate DXIL-style
metadata for resources and the constants for the DXIL 6.6+
annotateResource operation. These are done together so that it's easier
to see all of the information the ResourceInfo class needs to store.

This will be used for lowering resource in the DirectX backend and is
intended to help with the translation in the other direction as well. To
do that, we'll need the inverse functions of `getAsMetadata` and
`getAnnotateProps`.

[VPlan] Model branch cond to enter scalar epilogue in VPlan. (#92651)
This patch moves branch condition creation to enter the scalar epilogue
loop to VPlan. Modeling the branch in the middle block also requires
modeling the successor blocks. This is done using the recently
introduced VPIRBasicBlock.

Note that the middle.block is still created as part of the skeleton and
then patched in during VPlan execution. Unfortunately the skeleton needs
to create the middle.block early on, as it is also used for induction
resume value creation and is also needed to properly update the
dominator tree during skeleton creation.

After this patch lands, I plan to move induction resume value and phi
node creation in the scalar preheader to VPlan. Once that is done, we
should be able to create the middle.block in VPlan directly.

This is a re-worked version based on the earlier
https://reviews.llvm.org/D150398 and the main change is the use of
VPIRBasicBlock.

[IR][NFC] Update IRBuilder to use InsertPosition (#96497)
Uses the new InsertPosition class (added in #94226) to simplify some of
the IRBuilder interface, and removes the need to pass a BasicBlock
alongside a BasicBlock::iterator, using the fact that we can now get the
parent basic block from the iterator even if it points to the sentinel.
This patch removes the BasicBlock argument from each constructor or call
to setInsertPoint.

This has no functional effect, but later on as we look to remove the
`Instruction *InsertBefore` argument from instruction-creation
(discussed
[here](https://discourse.llvm.org/t/psa-instruction-constructors-changing-to-iterator-only-insertion/77845)),
this will simplify the process by allowing us to deprecate the
InsertPosition constructor directly and catch all the cases where we use
instructions rather than iterators.

[IR] Don't include PassInstrumentation.h in PassManager.h (NFC) (#96219)
Move PassInstrumentationAnalysis into PassInstrumentation.h and stop
including it in PassManager.h (effectively inverting the direction of
the dependency).

Most places using PassManager are not interested in PassInstrumentation,
and we no longer have any uses of it in PassManager.h itself (only in
PassManagerImpl.h).

Recent updates to flang have added debug info generation via MLIR, a path
which currently does not support debug records. The patch that enables
debug records by default (and a small followup patch) are thus being
reverted until the MLIR path has been fixed.

[VPlan] Add VPIRBasicBlock, use to model pre-preheader. (#93398)
This patch adds a new special type of VPBasicBlock that wraps an
existing IR basic block. Recipes of the block get added before the
terminator of the wrapped IR basic block. Making it a subclass of
VPBasicBlock avoids duplicating various APIs to manage recipes in a
block, as well as makes sure the traversals filtering VPBasicBlocks
automatically apply as well.

Initially VPIRBasicBlock are only used for the pre-preheader (wrapping
the original preheader of the scalar loop).

As follow-up, this will be used to move more parts of the skeleton
inside VPlan, starting with the branch and condition in the middle
block.

[PGO] Add a unit test for the PGOInstrumentationGen pass (#93636)
The patch introduces the gmock-based unittest infrastructure for PGO
Instrumentation and adds some test cases to check whether the
instrumentation has taken place. The testing infrastructure for analysis
modules was borrowed from the LoopPassManagerTest unittest and
simplified a bit to handle module analysis passes only. Actually, we are
testing whether the result of a trivial analysis pass was invalidated by
the PGOInstrumentGen one: we exploit the fact the pass invalidates all
the analysis results after a module was instrumented.

Use DIExpression::foldConstantMath at the result of a Salvaged expression (#71721)
This patch uses `DIExpression::foldConstantMath()` at the result of a
Salvaged expression, that is, it runs the folding optimizations after an
expression has been salvaged completely, to reduce how many times the
fold optimization function is called. Which should help in reducing the
size of DIExpressions that grow because of salvaging debug info

After checking the size of the dSYM with and without this change, I saw
a decrease of about 300KB, where the debug_loc section is about 1.6 GB
in size.

Where the debug loc section reduced in size by 212KB and it is 193MB in
size, the rest comes from the debug_info section

[llvm] Revise IDE folder structure (#89741)
Update the folder titles for targets in the monorepository that have not
seen taken care of for some time. These are the folders that targets are
organized in Visual Studio and XCode
(`set_property(TARGET <target> PROPERTY FOLDER "<title>")`)
when using the respective CMake's IDE generator.

 * Ensure that every target is in a folder
 * Use a folder hierarchy with each LLVM subproject as a top-level folder
 * Use consistent folder names between subprojects
 * When using target-creating functions from AddLLVM.cmake, automatically
deduce the folder. This reduces the number of
`set_property`/`set_target_property`, but are still necessary when
`add_custom_target`, `add_executable`, `add_library`, etc. are used. A
LLVM_SUBPROJECT_TITLE definition is used for that in each subproject's
root CMakeLists.txt.

In a stage-2 -flto=thin -gsplit-dwarf -g -fdebug-info-for-profiling
-fprofile-sample-use= build of clang, a ThinLTO backend compile has
assertion failures:

    Global is external, but doesn't have external or weak linkage!
    ptr @_ZN5clang12ast_matchers8internal18makeAllOfCompositeINS_8QualTypeEEENS1_15BindableMatcherIT_EEN4llvm8ArrayRefIPKNS1_7MatcherIS5_EEEE

[LAA] Support backward dependences with non-constant distance. (#91525)
Following up to 933f49248, also update the code reasoning about
backwards dependences to support non-constant distances.

Update the code to use the signed minimum distance instead of a constant
distance

This means e checked the lower bound of the dependence distance and the
distance may be larger at runtime (and safe for vectorization). Whether
to classify it as Unknown or Backwards depends on the vector width and
LAA was updated to take TTI to get the maximum vector register width.

If the minimum dependence distance is larger than the max vector width,
we consider it as backwards-vectorizable. Otherwise we classify them as
Unknown, so we re-try with runtime checks.

[Transforms] Use StringRef::operator== instead of StringRef::equals (NFC) (#91072)
I'm planning to remove StringRef::equals in favor of
StringRef::operator==.

- StringRef::operator==/!= outnumber StringRef::equals by a factor of
  31 under llvm/ in terms of their usage.

- The elimination of StringRef::equals brings StringRef closer to
  std::string_view, which has operator== but not equals.

- S == "foo" is more readable than S.equals("foo"), especially for
  !Long.Expression.equals("str") vs Long.Expression != "str".

[VPlan] Make CallInst optional for VPWidenCallRecipe (NFCI).
Replace relying on the underling CallInst for looking up the called
function and its types by instead adding the called function as operand,
in line with how called functions are handled in CallInst.

Operand bundles, metadata and fast-math flags are optionally used if
there's an underlying CallInst.

This enables creating VPWidenCallRecipes without requiring an underlying
IR instruction.

[RemoveDIs] Load into new debug info format by default in LLVM (#89799)
This patch enables parsing and creating modules directly into the new
debug info format. Prior to this patch, all modules were constructed
with the old debug info format by default, and would be converted into
the new format just before running LLVM passes. This is an important
milestone, in that this means that every tool will now be exposed to
debug records, rather than those that run LLVM passes. As far as I've
tested, all LLVM tools/projects now either handle debug records, or
convert them to the old intrinsic format.

There are a few unit tests that need updating for this patch; these are
either cases of tests that previously needed to set the debug info
format to function, or tests that depend on the old debug info format in

This will probably break some downstream tools that don't already handle
debug records. If your downstream code breaks as a result of this
change, the simplest fix is to convert the module in question to the old
debug format before you process it, using
`Module::convertFromNewDbgValues()`. For more information about how to
