The legacy passes are deprecated now and would be removed in near
future. This patch tries to remove legacy passes in coroutines.

The file was added in 2007 but the functions have never been implemented.
Having the file can only cause confusion to existing C API (llvm-c/lto.h) users.
This removes all legacy layers, legacy utilities, the old Orc C bindings,
OrcMCJITReplacement, and OrcMCJITReplacement regression tests.
ExecutionEngine and MCJIT are not affected by this change.
The purpose of this file is to make sure that all includes in llvm-c
works when included from a C source file (i.e no C++isms sneaked in).
To do this it must actually include all the include files.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

Read object file from stdin - list symbols (like nm)

Read lines of triple, hex ascii machine code from stdin - print disassembly
* --calc
Read lines of name, rpn from stdin - print generated module ir
