These are the trigrams for queries right now:
- "va" -> {Trigram("va")}
- "va_" -> {} (empty)
This is suboptimal since the resulting query will discard the query information
and return all symbols, some of which will be later be scored expensively
(fuzzy matching score). This is related to
https://github.com/clangd/clangd/issues/39 but does not fix it. Accidentally,
because of that incorrect behavior, when user types "tok::va" there are no
results (the issue is that `tok::kw___builtin_va_arg` does not have "va" token)
but when "tok::va_" is typed, expected result (`tok::kw___builtin_va_arg`)
shows up by accident. This is because the dex query transformer will only
lookup symbols within the `tok::` namespace. There won't be many, so the
returned results will contain symbol we need; this symbol will be filtered out
by the expensive checks and that will be displayed in the editor.

Without this patch the file list of the preamble index contains URIs, but other indexes file lists contain file paths.
This makes `indexedFiles()` always returns `IndexContents::None` for the preamble index, because current implementation expects file paths inside the file list of the index.
This patch fixes this problem and also helps to avoid a lot of URI to path conversions during indexes merge.

Current indexes merge logic skip data from the static index if the file is in the dynamic index, but sometimes the dynamic index does not contain references (e.g. preamble (dynamic) index vs background (static) index).
This problem is masked with the fact, that the preamble index file list consists of file URI's and other indexes file lists consist of file paths.
This patch introduces the index contents (symbols, references, etc.), which makes indexes merge more flexible and makes it able to use URI's for the index file list.

This patch fixes the following problem:
- open a file with references to the symbol `Foo`
- remove all references to `Foo` (from the dynamic index).
- `MergedIndex::refs()` result will contain positions of removed references (from the static index).
The idea of this patch is to keep a set of files which were used during index build inside the index.
Thus at processing the static index references we can check if the file of processing reference is a part of the dynamic index or not.

Summary:
The Token objects are relatively expensive and we were spending a lot of
CPU creating them for each trigram emitted. Instead, use a tiny trigram
structure until we're ready to finalize the index.
This improves the new BuildDex benchmark by 20%. This code is hot and on
the critical path in clangd: it runs after a new preamble is built.

This is how it should've been and brings it more in line with
std::string_view. There should be no functional change here.
This is mostly mechanical from a custom clang-tidy check, with a lot of
manual fixups. It uncovers a lot of minor inefficiencies.
This doesn't actually modify StringRef yet, I'll do that in a follow-up.

did not have one.

Summary:
Motivation:
- this layout is a pain to work with
- without a common root, it's painful to express things like "disable clangd" (D61122)
- CMake/lit configs are a maintenance hazard, and the more the one-off hacks
for various tools are entangled, the more we see apathy and non-ownership.
This attempts to use the bare-minimum configuration needed (while still
supporting the difficult cases: windows, standalone clang build, dynamic libs).
In particular the lit.cfg.py and lit.site.cfg.py.in are merged into lit.cfg.in.
The logic in these files is now minimal.
(Much of clang-tools-extra's lit configs can probably be cleaned up by reusing
lit.llvm.llvm_config.use_clang(), and every llvm project does its own version of
LDPATH mangling. I haven't attempted to fix any of those).
Docs are still in clang-tools-extra/docs, I don't have any plans to touch those.
