llvm::sort is beneficial even when we use the iterator-based overload,
since it can optionally shuffle the elements (to detect
non-determinism). However llvm::sort is not usable everywhere, for
example, in compiler-rt.

This is how it should've been and brings it more in line with
std::string_view. There should be no functional change here.
This is mostly mechanical from a custom clang-tidy check, with a lot of
manual fixups. It uncovers a lot of minor inefficiencies.
This doesn't actually modify StringRef yet, I'll do that in a follow-up.
Makes the name of this directory consistent with the names of the other
directories in clang-tools-extra.
Similar to r356254. No intended behavior change.
