The needed tweaks are mostly trivial, the one nasty bit is Clang's usage
of OptionalStorage. To keep this working old Optional stays around as
clang::CustomizableOptional, with the default Storage removed.
Optional<File/DirectoryEntryRef> is replaced with a typedef.
I tested this with GCC 7.5, the oldest supported GCC I had around.

The Optional*RefDegradesTo*EntryPtr types want to keep the same size as
the underlying type, which std::optional doesn't guarantee. For use with
llvm::Optional, they define their own storage class, and there is no way
to do that in std::optional.
On top of that, that commit broke builds with older GCCs, where
std::optional was not trivially copyable (static_assert in the clang
sources was failing).
The HashLoc in InclusionDirective callback is an unused parameter.
Since pp-trace is also used as a test of Clang’s PPCallbacks interface,
add it to the output of pp-trace could avoid some unintended change on
it.

This patch changes type of the `File` parameter in `PPCallbacks::InclusionDirective()` from `const FileEntry *` to `Optional<FileEntryRef>`.
With the API change in place, this patch then removes some uses of the deprecated `FileEntry::getName()` (e.g. in `DependencyGraph.cpp` and `ModuleDependencyCollector.cpp`).

The purpose of the `FileNotFound` preprocessor callback was to add the ability to recover from failed header lookups. This was to support downstream project.
However, injecting additional search path while performing header search can invalidate currently used iterators/references to `DirectoryLookup` in `Preprocessor` and `HeaderSearch`.
The downstream project ended up maintaining a separate patch to further tweak the functionality. Since we don't have any upstream users nor open source downstream users, I'd like to remove this callback for good to prevent future misuse. I doubt there are any actual downstream users, since the functionality is definitely broken at the moment.

Most clients of SourceManager.h need to do things like turning source
locations into file & line number pairs, but this doesn't require
bringing in FileManager.h and LLVM's FS headers.
The main code change here is to sink SM::createFileID into the cpp file.
I reason that this is not performance critical because it doesn't happen
on the diagnostic path, it happens along the paths of macro expansion
(could be hot) and new includes (less hot).

This fixes the issue where a filename dependendency was missing if the file that
was skipped was included through a symlink in an earlier run, if the file
manager was reused between runs.

Summary:
We've been running doxygen with the autobrief option for a couple of
years now. This makes the \brief markers into our comments
redundant. Since they are a visual distraction and we don't want to
encourage more \brief markers in new code either, this patch removes
them all.

__pragma(execution_character_set(push, "UTF-8")) is used in
TraceLoggingProvider.h. This commit implements a no-op handler for
compatability, similar to how the flag -fexec_charset is handled.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

This function was previously making (correct) assumptions
without complete knowledge of MacroArgs guarantees for
Arguments. After going through Macro Args a bunch, I'd
corrected the getNumArguments (and changed its name),
however didn't realize this was depending on the behavior.
This patch has version that depends on the corrected
getNumMacroArguments's behavior, with the rest checked against
my knowledge of the MacroArgs' token list. Commiting no-wait
since the test is broken.
