If I use commas to delimit architectures in
`LIBOMPTARGET_DEVICE_ARCHITECTURES`, cmake for the runtimes complains:
```
Unknown GPU architecture 'sm_70,sm_80,sm_90'
```
Semicolons are required instead.
Summary:
We previously had multiple options for this, this patch replaces them
with `LIBOMPTARGET_DLOPEN_PLUGINS=` to be a list of plugins to
dynamically use. It defaults to everything right now. This ignores the
`host` plugin because the `libffi` dependency is going to be removed
soon hopefully in https://github.com/llvm/llvm-project/pull/91264.
This command adds an OpenMP offloading specific command line reference. The OpenMP FAQ links to the .rst new file.

D150532 [OpenMP] Compile assembly files as ASM, not C
Since CMake 3.20, CMake explicitly passes "-x c" (or equivalent)
when compiling a file which has been set as having the language
C. This behaviour change only takes place if "cmake_minimum_required"
is set to 3.20 or newer, or if the policy CMP0119 is set to new.
Attempting to compile assembly files with "-x c" fails, however
this is workarounded in many cases, as OpenMP overrides this with
"-x assembler-with-cpp", however this is only added for non-Windows
targets.
Thus, after increasing cmake_minimum_required to 3.20, this breaks
compiling the GNU assembly for Windows targets; the GNU assembly is
used for ARM and AArch64 Windows targets when building with Clang.
This patch unbreaks that.

We recently reverted a patch that automatically set the rpath on OpenMP
executables. This was used because the `libomptarget.so` library is only
expected to work with the same version of compiler that will be using
it. This patch adds some documentation for how to get similar behaviour
as before using a clang configuration file.

In SupportAndFAQ.rst, add blank lines before and after a bullet list and
sublist. This avoids an "Unepxected indentation" warning.
In Runtimes.rst, adjust the suggestion for setting LIBOMPTARGET_INFO.
The right shifts are not necessary as the bit mask values are already
correct.

The 'bug49779.cpp' test has been failing recently. This is because the
runtime is sufficiently complex when using nested parallelism without
optimizations that the CUDA tools cannot statically determine the stack
size. Because of this the kernel can exceed the thread stack size and
crash. Work around this using the 'LIBOMPTARGET_STACK_SIZE' environment
variable and add an FAQ entry for this situation.

This introduces a remote offloading plugin for libomptarget. This
implementation relies on gRPC and protobuf, so this library will only
build if both libraries are available on the system. The corresponding
server is compiled to `openmp-offloading-server`.
This is a large change, but the only way to split this up is into RTL/server
but I fear that could introduce an inconsistency amongst them.
Ideally, tests for this should be added to the current ones that but that is
problematic for at least one reason. Given that libomptarget registers plugin
on a first-come-first-serve basis, if we wanted to offload onto a local x86
through a different process, then we'd have to either re-order the plugin list
in `rtl.cpp` (which is what I did locally for testing) or find a better
solution for runtime plugin registration in libomptarget.

This adds some initial content as well as structure to the new OpenMP
Sphinx documentation hosted at http://openmp.llvm.org/docs/ .
The content contains some useful links but most pages are still empty.
This uses a "custom" theme which is a copy of the default "agogo" one
with minor modifications to get a nicer table of content in the sidebar.
This way we can also adjust the theme as we go.
