A significant number of our tests in C accidentally use functions
without prototypes. This patch converts the function signatures to have
a prototype for the situations where the test is not specific to K&R C
declarations. e.g.,
void func();
becomes
void func(void);
This is the second batch of tests being updated (there are a significant
number of other tests left to be updated).
We've decided to make the core rewriter class and PP rewriters mandatory.
They're only a few hundred lines of code in total and not worth supporting as a
distinct build configuration, especially since doing so disables key compiler
features.

string is part of the function call, then there is no difference. If the
format string is not, the warning will point to the call site and a note
will point to where the format string is.
Fix-it hints for strings are moved to the note if a note is emitted. This will
prevent changes to format strings that may be used in multiple places.
