This patch mechanically replaces None with std::nullopt where the
compiler would warn if None were deprecated. The intent is to reduce
the amount of manual work required in migrating from Optional to
std::optional.

In XCOFF32, there are only "one csect Auxiliary Entry" and "a function auxiliary symbol table entry" for the C_EXT, C_WEAKEXT, and C_HIDEXT Symbols. and By convention, the csect auxiliary entry in an XCOFF32 file must be the last auxiliary entry for any external symbol that has more than one auxiliary entry( that means for the C_EXT, C_WEAKEXT, and C_HIDEXT Symbols. if there more than one auxiliary Entries. we look the last one as csect auxiliary entry. and others auxiliary entries as function entries).

By default, such a non-template variable of non-volatile const-qualified type
having namespace-scope has internal linkage ([basic.link]), so no need for `static`.
Summary: This patch is trying to add support for llvm-readobj
--needed-libs option under XCOFF.
For XCOFF, the needed libraries can be found from the Import
File ID Name Table of the Loader Section.
Currently, I am using binary inputs in the test since yaml2obj
does not yet support for writing the Loader Section and the
import file table.

This patch adds support for TLS variables to the XCOFF object writer:
- Add TData and TBSS sections
- Add CsectGroups for the mapping classes XCOFF::XMC_TL and XCOFF::XMC_UL
- Add XMC_UL in the enum entry of CsectStorageMapping class to print the string
while reading the symbol properties for TLS variables
- Fix the starting address of TData and TBSS sections

This moves the `reportUniqueWarning` method to the base class.
My motivation is the following:
I've experimented with replacing `reportWarning` calls with `reportUniqueWarning`
in ELF dumper. I've found that for example for removing them from `DynRegionInfo` helper
class, it is worth to pass a dumper instance to it (to be able to call dumper()->reportUniqueWarning()).
The problem was that `ELFDumper<ELFT>` is a template class. I had to make `DynRegionInfo` to be templated
and do lots of minor changes everywhere what did not look reasonable/nice.
At the same time I guess one day other dumpers like COFF/MachO/Wasm etc might want to
start using `reportUniqueWarning` API too. Then it looks reasonable to move the logic to the
base class.
With that the problem of passing the dumper instance will be gone.

We have Error.cpp/.h which contains some code for working with error codes.
In fact we use Error/Expected<> almost everywhere already and we can get rid
of these files.
Note: a few places in the code used readobj specific error codes,
e.g. `return readobj_error::unknown_symbol`. But these codes are never really used,
i.e. the code checks the fact of a success/error call only.
So I've changes them to `return inconvertibleErrorCode()` for now.
It seems that these places probably should be converted to use `Error`/`Expected<>`.

We have a few helper functions like the following:

In fact we do not need or want to use `std::error_code` and the code
can be simpler if we just return `std::unique_ptr<ObjDumper>`.
This patch does this change and refines the signature of `createDumper`
as well.

SUMMARY:
in the xcoff, if the number of relocation entries or line number entries is
overflow(large than or equal 65535) , there will be overflow section for it.
The interpret of overflow section is different with generic section header,
the patch implement parsing the overflow section.
