c0cde79e9e [libc++] Remove C++03 extensions for std::allocator_arg & friends
As explained in the release note, libc++ used to provide various
global variables as an extension in C++03 mode. Unfortunately, that
made our definition non-conforming in all standard modes. This was
never a big problem until recently, since we are trying to support
C++20 Modules in libc++, and that requires cleaning up the definition
of these variables.

This change is the first in a series of changes to achieve our end goal.
This patch removes the ability for users to rely on the (incorrect)
definition of those global variables inside the shared library. The
plan is to then remove those definitions from the shared library
(which is an ABI break but I don't think it will have impact), and
finally to make our definition of those variables conforming in all
standard modes.

c9d475c937 [libc++abi] Improve performance of __dynamic_cast
The original `__dynamic_cast` implementation does not use the ABI-provided `src2dst_offset` parameter which helps improve performance on the hot paths. This patch improves the performance on the hot paths in `__dynamic_cast` by leveraging hints provided by the `src2dst_offset` parameter. This patch also includes a performance benchmark suite for the `__dynamic_cast` implementation.

17c05a44d9 [libc++] Introduce a compile-time mechanism to override __libcpp_verbose_abort
This changes the mechanism for verbose termination (again!) to make it
support compile-time customization in addition to link-time customization,
which is important for users who need fine-grained control over what code
gets generated around sites that call the verbose termination handler.

This concern had been raised to me both privately by prospecting users
and in https://llvm.org/D140944, so I think it is clearly worth fixing.

We still support _LIBCPP_AVAILABILITY_CUSTOM_VERBOSE_ABORT_PROVIDED for
a limited time since the same functionality can be achieved by overriding
the _LIBCPP_VERBOSE_ABORT macro.

94461822c7 [libc++][ranges] implement std::views::elements_view
`subrange` is also a `tuple-like`. To avoid the add entire `subrange` dependencies to `tuple-like`, we need forward declaration of `subrange`. However, the class template constraints of `subrange` currently requires `__iterator/concepts.h`, which requires `<concepts>`. The problem is that currently `tuple-like` is used in several different places, including libc++ extension for pair constructors. we don't want to add `<concepts>` to pair and other stuff. So this change also created several small headers that `subrange`'s declaration needed inside `__iterator/concepts/`

aeecef08c3 [libc++] Remove default definition of std::char_traits
This patch removes the base template implementation for std::char_traits.
If my reading of http://eel.is/c++draft/char.traits is correct, the
Standard mandates that the library provides specializations for several
types like char and wchar_t, but not any implementation in the base
template. Indeed, such an implementation is bound to be incorrect for
most types anyways, since things like `eof()` and `int_type` will definitely
have to be customized.

Since the base template implementation should not have worked for anyone,
this shouldn't be a breaking change (I expect that anyone defining a
custom character type today will already have to provide their own
specialization of char_traits). However, since we're aware of some users
of char_traits for unsigned char and signed char, we're keeping those two
specializations around for two releases to give people some time to migrate.

4559864897 [libc++] Fix __regex_word value when using newlib/picolibc
The ctype mask for newlib/picolibc is fully saturated, so __regex_word
has to overlap with one of the values. This commit uses the same workaround
as bionic did (uint16_t for char_class_type inside regex_traits). It
should be possible to have libc++ provide the default rune table instead,
but that will require a new mechanism to detect newlib inside __config
since the header defining the newlib/picolibc macros has not been included
yet inside __config. Doing it this way also avoids duplicating the ctype
table for newlib, reducing the global data size.

258477ed0a [llvm] Remove libcxx, libcxxabi and libunwind from supported LLVM_ENABLE_PROJECTS
This is a breaking change. If you were passing one of those three runtimes

the "bootstrapping build" instead, which means that they will be built

If you were using LLVM_ENABLE_PROJECTS=all with the explicit goal of
building these three runtimes, you can now use LLVM_ENABLE_RUNTIMES=all
and these runtimes will be built using the bootstrapping build.
