[MLIR][NFC] Fix incomplete boundary comments. (#133516)
I observed that we have the boundary comments in the codebase like:

```
//===----------------------------------------------------------------------===//
// ...
//===----------------------------------------------------------------------===//
```

I also observed that there are incomplete boundary comments. The
revision is generated by a script that completes the boundary comments.

```
//===----------------------------------------------------------------------===//
// ...
...
```
