Owen Pan 364f988d3f Reland "[clang-format] Fix FormatToken::isSimpleTypeSpecifier() (#91712)"
Remove FormatToken::isSimpleTypeSpecifier() and call
Token::isSimpleTypeSpecifier(LangOpts) instead.
