Fangrui Song f750f7f3fb [Index] Report specialization bases as references when IndexImplicitInstantiation is true
Summary:
    template <typename T> struct B {};
    template <typename T> struct D : B<T> {}; // `B` was not reported as a reference

This patch fixes this.
