Peter Hawkins 14cb7453f0 Add a C++ implementation of a toplogical sort. 
This is an exact port of the current Python implementation to C++ for speed.

I am being careful not to change the topological order we return in any way in this change, although we may do so in a future change.

jaxlib: support library for JAX

jaxlib is the support library for JAX. While JAX itself is a pure Python package, jaxlib contains the binary (C/C++) parts of the library, including Python bindings, the XLA compiler, the PJRT runtime, and a handful of handwritten kernels.
