Peter Hawkins 41f0b336e3 Add minimum version checks for cublas and cusparse. 
Split code to determine CUDA library versions out of py_extension() module and into a cc_library(), because it fixes a linking problem in Google's build. (Long story, not worth it.)

Fixes https://github.com/google/jax/issues/8289

jaxlib: support library for JAX

jaxlib is the support library for JAX. While JAX itself is a pure Python package, jaxlib contains the binary (C/C++) parts of the library, including Python bindings, the XLA compiler, the PJRT runtime, and a handful of handwritten kernels.
